Supreme Court Stays High Court Verdict on KSEB Meter Reader Appointments

The Supreme Court has issued a stay on the High Court’s verdict that canceled the PSC rank list for the appointment of KSEB (Kerala State Electricity Board) meter readers. The High Court had annulled the rank list and appointments, stating that only individuals with a National Trade Certificate (NTC) are eligible for the post. The Supreme Court bench, comprising Justices BR Gavai and PS Narasimha, noted that having a higher educational qualification is not a disqualification for the position. The decision comes as a relief to approximately two hundred people who secured appointments based on the rank list. The Supreme Court has directed notices to be sent to the state government, PSC, and other concerned parties, with responses expected within six weeks.

The High Court’s order had mandated the revision and republication of the rank list, emphasizing the requirement of an NTC for eligibility. However, engineering degree and diploma holders who had secured meter reader positions approached the Supreme Court, highlighting the risk of job loss due to the High Court’s decision. The Supreme Court’s stay provides temporary relief and allows the affected individuals to continue their appointments pending further legal proceedings. The case underscores the complexity and legal challenges surrounding appointment criteria and educational qualifications for specific government positions, raising questions about the interpretation of eligibility criteria in PSC notifications.
