The Modi government establishes a new Ministry of Cooperation ahead of a cabinet reshuffle.

The Narendra Modi government has established a new Ministry of Cooperation with the goal of strengthening the country’s cooperative movement, according to an official statement issued on Tuesday. The statement provided by the Cabinet Secretariat stated the new ministry was created to realise the aim of’sahkar se samriddhi,’ amid a considerable buzz about a huge cabinet upheaval planned on Wednesday (through cooperation to prosperity). The government called it a “historic act,” and said the ministry will create a separate administrative, legal, and policy framework to strengthen the country’s cooperative movement.

On Wednesday, a minister in charge of the new position could be named. According to the official statement, the ministry would assist in the development of cooperatives as a truly people-based movement reaching all the way to the grassroots. “In our country, a cooperative-based economic development model in which each member works with a sense of responsibility is highly significant,” the administration said. According to the ministry, it will endeavour to streamline processes for cooperatives’ ‘ease of doing business’ and to enable the establishment of multi-state cooperatives (MSCS).

According to the statement, the Union government has expressed its strong support for community-based development partnerships. The establishment of a separate Ministry of Cooperation also fulfils the Finance Minister’s Budget announcement, according to the statement.
Meanwhile, Prime Minister Narendra Modi is expected to make the first reshuffle in his Council of Ministers since taking office for a second term on Wednesday, in what is expected to be a “major shake-up” of the government as he seeks to make it more representative in light of political and governance challenges.

Another sign of an impending Cabinet overhaul is the appointment of Social Justice and Empowerment Minister Thaawarchand Gehlot as Karnataka governor, which creates still another cabinet vacancy. RCP Singh of the JD(U) and Pashupati Kumar Paras of the LJP, both of whom are likely to represent the BJP’s supporters in the cabinet, also arrived in Delhi from Bihar. They all remained tight-lipped when asked if they planned to join the government.
