Kerala Electricity Regulatory Commission Maintains Current Billing System for Solar Power Producers

The Kerala Electricity Regulatory Commission (KERC) has announced that it will maintain the existing billing system for rooftop solar power producers, as no formal requests for changes have been submitted by the Kerala State Electricity Board (KSEB). This decision was clarified during a hearing on draft regulations concerning the metering of renewable resources. Concerns were raised during the meeting regarding the potential implementation of a gross metering system, which could lead to additional costs for solar energy producers compared to the current net billing system. The packed meeting hall saw private individuals and company representatives voicing their apprehensions, with some attendees requesting a postponement due to overcrowding. Despite demands for reassurance, the commission assured attendees of a detailed discussion before any final decisions were made.

Amidst calls for the continuation of the current billing system, the Commission emphasized that the inclusion of a definition related to billing systems in the amendment was merely a procedural requirement following central government orders, with no intention to implement changes. The meeting, which lasted from 11 am to around 7 pm, witnessed extensive deliberations on the issue. Meanwhile, Electricity Minister K Krishnankutty affirmed that the government had not yet decided to alter the billing system, citing a commitment to promoting solar power production in the state. He stated that any potential changes would be subject to thorough analysis and discussion to ensure the stability of the state’s energy sector.
