Kuwait Implements Stringent Procedures for Issuing and Renewing Civil Cards for Expatriate Bachelors

Kuwait has initiated stringent procedures for issuing and renewing civil cards for expatriate bachelors, as announced by the Public Authority for Civil Information. The measures include a comprehensive examination of rental contracts for non-resident bachelors, with particular scrutiny on the owner’s signature. This move aims to enhance the accuracy of reported locations through cross-referencing civil cards.

The Public Authority for Civil Information has collaborated with a committee to address concerns related to unmarried individuals residing in private and residential areas. To ensure compliance with residency regulations, an address list will be prepared, and measures will be implemented to restrict the accommodation of unmarried individuals in private homes. The authority is set to enforce these regulations through self-initiated mechanisms.

Simultaneously, a draft law has been submitted to the cabinet to prohibit expatriate bachelors from residing in the special residential area of Kuwait. The proposed law, led by Fahad Alshaula, Minister of State for Municipal Affairs and Communications Affairs, outlines key provisions, including the prohibition of non-resident bachelors from renting residential units in family and private housing sectors. Accommodation owners violating this prohibition must submit lease agreements to the municipality for approval by the regional mayor if renting to individuals not covered by the ban.

These measures reflect Kuwait’s efforts to regulate residency and accommodation for expatriate bachelors, addressing concerns and ensuring adherence to established guidelines.
