UGC Paves the Way for Global Campuses in India

In a significant leap towards reshaping India’s higher education landscape, the University Grants Commission (UGC) has unveiled an ambitious plan to welcome top-ranking global universities to establish campuses in India. Aligned with the National Education Policy 2020, this groundbreaking initiative reflects a paradigm shift, fostering international collaboration and raising the standards of higher education in the country. The application portal for foreign higher education institutes (FHEIs) to set up campuses in India is now live at https://fhei.ugc.ac.in/.

At the core of this transformative vision is the UGC’s commitment to position India as a global education hub, offering students access to world-class educational opportunities without leaving the country. Recognizing the importance of international exposure in shaping globally competitive individuals, this move signifies a strategic step towards that goal.

The UGC’s guidelines on the internationalization of higher education, unveiled recently, provide a comprehensive framework for FHEIs to establish campuses in India. Highlights include stringent eligibility criteria, collaborative program offerings, a streamlined application process, and a focus on financial sustainability.

FHEIs seeking to set up campuses in India must rank within the top 500 globally or demonstrate exceptional expertise in a specific field. Collaborations between two or more foreign institutions are encouraged, fostering academic diversity across disciplines. Programs spanning Science, Technology, Engineering, Mathematics, Business Administration, Law, Design, and Vocational Education are all part of the initiative.

The application process involves FHEIs submitting separate applications for each proposed campus. The Standing Committee, comprising experts, will meticulously evaluate applications, ensuring a thorough vetting process. Notably, FHEIs are exempt from annual fees, except for a one-time application fee. They are expected to utilize their resources for infrastructure, land, and human capital, emphasizing a sustainable and self-reliant approach.

To enhance accessibility, foreign institutions are encouraged to provide full or partial need-based scholarships to students studying at their campuses in India, aligning with the inclusivity and diversity goals of the National Education Policy 2020.

This initiative responds directly to the National Education Policy 2020’s vision of making India a host to top global universities. The legislative framework ensures a level playing field regarding regulatory, governance, and content norms.
