UN Launches Independent Probe into UNRWA Amid Allegations

United Nations Secretary-General Antonio Guterres has announced the establishment of an independent panel to assess the UN Relief and Works Agency for Palestine Refugees (UNRWA) in the wake of allegations surrounding the October 7 Hamas attacks on Israel. The agency has faced criticism, particularly from Israel, which claims that 12 of its employees were involved in the attacks. The fallout has resulted in the suspension of funding by multiple nations, including significant contributors like the US, Germany, the UK, and Sweden. Chaired by former French foreign minister Catherine Colonna, the independent panel aims to investigate whether UNRWA is upholding neutrality and effectively addressing serious breach allegations.

The panel’s reports, including recommendations for potential enhancements, are anticipated to be delivered to Guterres in late March and late April for interim and final assessments, respectively. This inquiry is distinct from the internal investigation initiated last month by the UN to examine the allegations against the 12 UNRWA employees.
