Government Initiates Significant Restructuring: CMD Role Introduced in Water Authority

The government has decided to introduce the Chairman and Managing Director (CMD) post in the water authority, addressing the perception that the Managing Director (MD) position has historically been uncertain. This decision, mirroring the structure in KSRTC (Kerala State Road Transport Corporation), aims to bring stability and reliability to the leadership within the water authority.

As part of this restructuring, the current MD, Bhandari Swagat Ranveer Chand, who is currently abroad, has transferred his full responsibilities to Water Resources Secretary Ashok Kumar Singh. Consequently, Ashok Kumar Singh has assumed the role of CMD after taking charge of the MD position. Notably, Ashok Kumar Singh had previously served as the MD of the Water Authority from 2011 to 2015, during which he implemented innovative measures, including the automation of salary distribution for contractors and contract workers.

Reports suggest that Bhandari Swagat Ranveer Chand is likely to step down from his MD post due to ongoing disputes with union workers. A final decision regarding his resignation will be made upon his return from abroad, potentially leading to the permanent establishment of the CMD position.

Currently, the water authority’s affairs are overseen by three IAS officers: the Chairman, MD, and Joint MD. The chairman presides over board meetings, while the MD handles day-to-day operations. In the absence of the MD, a Technical Member previously assumed the role; however, this responsibility has now been delegated to the secretary as an interim measure.

This restructuring marks a significant step toward enhancing the efficiency and stability of the water authority’s management, reflecting the government’s commitment to fostering a more robust and effective administrative framework.
