Uncertainty Surrounds Paddy Procurement as Government Considers Cooperative Inclusion

The paddy procurement process in Kerala remains uncertain as the government explores the possibility of involving primary cooperative societies, causing worry among farmers. Despite the harvest being four weeks old, a final decision about entrusting cooperative societies with procurement responsibilities is pending. Currently, Supplyco manages paddy procurement, but the government aims to offer fair prices to farmers by considering cooperative involvement, according to Minister for Food and Civil Supplies GR Anil.

However, some cooperative societies have already taken steps to procure paddy. Private mills, particularly those under the Kerala State Rice Millers’ Association, are hesitant to contract with Supplyco due to concerns about reduced rice yield after treatment. Only ten mills, not affiliated with the association, have signed contracts, yet lack the infrastructure to handle all harvested paddy. Heavy rains have further complicated the situation, causing delays in harvesting and making drying difficult. Consequently, farmers are compelled to sell paddy below the minimum support price, leading to substantial losses. The lack of proper preparation for procurement stands as the primary cause of farmers’ distress. A final decision on cooperative society involvement is expected on Wednesday, while so far, Supplyco has procured 250 tons of paddy in Alathur taluk.
