AI Traffic Cameras in Kerala Detect Numerous Violations, But Authorities Struggle with Imposing Fines

Despite the successful detection of a significant number of traffic violations by AI cameras installed across Kerala, authorities are grappling with challenges in imposing fines on these cases. Between June 5 and October 31, AI cameras identified a staggering 74,32,371 traffic offenses in the state. However, the process of examining and penalizing these violations has encountered several hurdles.

Out of the detected cases, authorities were able to examine only 58,29,926, leaving nearly one-third of the violations pending review. Subsequently, 23,06,023 cases were forwarded to the integrated transport monitoring system for further action. However, challenges in the system, including technical issues with the VAHAN software of the Ministry of Road Transport & Highways, have led to delays in the imposition of fines.

Despite issuing 21,03,801 challans totaling Rs 139 crores in fines to vehicle owners, the state treasury has received only Rs 21.40 crores. The delay is attributed to the issues faced by the VAHAN software and the technical challenges encountered during the transfer of details to the system by Kerala State Electronics Development Corporation Limited (KELTRON).

The shortage of staff to address these concerns has further exacerbated the delay in the fine imposition process. Additionally, the solar panels used to power the AI cameras have reportedly been facing issues. Recently, the High Court directed authorities to release Rs 11.75 crores to KELTRON as the first installment for the installation of AI cameras.

The situation highlights the complexities associated with implementing AI-based traffic monitoring systems and the need for addressing technical and administrative challenges to ensure effective enforcement of traffic regulations and fines.
