Driving Test Reforms: Kerala Motor Vehicle Department Implements Changes in Circular

In a significant move, the Kerala Motor Vehicle Department (MVD) has announced a series of reforms to the driving test process, as outlined in the latest circular issued. Effective from May 1, the changes include a limit of 30 individuals per day for the driving test under a Motor Vehicle Inspector (MVI), and a corresponding restriction on the number of applicants for the Learner’s Test. Notably, the ‘H-test’ for car driving has been eliminated. The circular also specifies requirements for geared motorcycles, introduces additional elements to the Light Motor Vehicle (LMV) ground test, and prohibits the use of cars with automatic gear and transmission for the driving test. Moreover, the circular mandates the installation of dashboard cameras in motor driving school vehicles, recording and storing of two-wheeler test data, and sets educational qualifications for driving school instructors.
