Kerala Driving License Reforms: New Criteria for Car License Expected in May

In a bid to enhance driving skills and ensure comprehensive testing, Kerala is set to implement new reforms in the process of obtaining a car driving license. Expected to be effective from May, these reforms will require individuals to demonstrate proficiency in various driving maneuvers beyond the traditional ‘H-test.’

Under the proposed reforms, individuals seeking a car driving license must showcase their competence in descent, ascent, reverse driving, and parking maneuvers. While the ‘H-test’ remains a part of the evaluation, additional emphasis will be placed on practical skills such as parallel parking and angular parking.

One key aspect of the reform is the requirement for proper facilities to conduct these tests. Driving schools are urged to provide suitable grounds for candidates to showcase their driving abilities. This includes designated areas for the ‘H-test’ as well as spaces for parallel parking, angular parking, and other essential maneuvers.

A recent meeting with driving school owners addressed the need for these reforms and emphasized the importance of creating inspection centers with the necessary facilities. However, there is a divergence of opinion among driving school owners, with some expressing concerns about the associated costs. Establishing suitable testing grounds is estimated to incur expenses of up to Rs 5 lakhs for driving schools.

Presently, Kerala has 86 driving test centers, of which only ten are owned by the Motor Vehicles Department. The challenge lies in finding appropriate locations for these new facilities, as public spaces are currently utilized for testing in several places. The reforms aim to elevate the standards of driving tests and ensure that individuals possess a well-rounded skill set before obtaining a car driving license.
