Kerala Plans 5% Property Tax Relief for Households’ Waste Management

ccording to a Kudumbashree survey, only 26% of households in Kerala currently treat waste at the source. However, the state government plans to expand this initiative to cover all households in a phased manner.

The Government of Kerala has proposed a 5% deduction in property tax for households that adopt source-level biodegradable waste management. Despite the revenue concerns, which are currently under review, the government has taken this bold move to decentralise waste management and to promote sustainability aligned with responsibility and financial reward.

If implemented, this will be a substantial relief for apartment owners, especially those paying higher taxes on premium flats in Kochi. Property tax is typically higher for premium flats such as 3 & 4 BHK apartments in Kochi. Therefore, even a small deduction, if enforced, will generate more savings that can even cover a major portion of yearly maintenance charges.

Moreover, reduced waste pile-ups and cleaner premises enhance daily living, making the tax concession feel like a reward for responsible living. When more households join together, the municipal waste burden eases, and the government will be in a position to control further property tax hikes for a wider community. The rebate is available only to homes that use waste treatment systems approved by the Suchitwa Mission. Currently, 23 systems have been approved, including:

  • Ring composting
  • Mosspit composting
  • Clay composting
  • Worm composting
  • Portable bin/bucket composting
  • Portable household biobin composting
  • Biodegradable jar composting

Homeowners must apply for the rebate through the Harithamithram portal or the K-Smart app, clearly specifying the system they use. Once the application is submitted, the local ward official, with the help of the Haritha Karma Sena, will inspect the household to ensure the waste treatment system is in proper working condition.

If approved, the 5% property tax rebate will be granted for one year. Further rebates can be considered after fresh inspections in the following years. According to a Kudumbashree survey, only 26% of households in Kerala currently treat waste at the source.
