Kerala Budget 2025-26: Major Push for Startups with Increased Funding and New Initiatives

Kerala Government Expands Financial Support and Innovation Programs to Strengthen the Startup Ecosystem

The Kerala Budget 2025-26, presented by Finance Minister KN Balagopal, places a strong emphasis on startups and entrepreneurship as key drivers of the state’s economic development. With a commitment to making Kerala a premier startup hub, the government has introduced expanded financial aid programs, innovation initiatives, and sector-specific incentives.

Financial Support and Loan Schemes
One of the major announcements is the increase in the Kerala Financial Corporation (KFC) loan limit for startups from Rs 10 crore to Rs 15 crore, providing enhanced access to venture debt and purchase order financing with minimal security requirements. So far, the state has disbursed Rs 82 crore to 7,079 startups, generating 540 direct jobs and 850 indirect jobs.

Key Budget Allocations
Rs 9 crore allocated for the Chief Minister’s Special Assistance Scheme to boost MSMEs and startups.
Rs 10 crore designated for the Fund of Funds under the Kerala Startup Mission (KSUM).
Rs 5 crore set aside for the Emerging Technology Hub’s ongoing projects.
Rs 90.52 crore for KSUM, including Rs 20 crore for the Technology Innovation Zone in Kochi and Rs 70.52 crore for Youth Entrepreneurship Development Programs.
Loans up to Rs 10 crore at 6% interest, with a 3% government subsidy under the Agriculture-Oriented MSME Loan Scheme (KAMS) to support agri-linked businesses and startups.
Rs 80 crore earmarked for the Entrepreneur Support Scheme, providing financial and technical assistance to startups.

New Initiatives for Innovation and Expansion
Agentic Hackathon: A national-level event to develop AI-driven solutions, with Rs 1 crore funding. Five selected projects will each receive Rs 20 lakh.
Expand Your Office (EYO): Startups and MSMEs can avail loans up to Rs 10 crore at 5% interest to establish co-working spaces, provided they create 100+ jobs and have been in operation for at least three years. Rs 10 crore has been allocated for interest subsidies.
Freedom Square: Rs 2 crore has been allocated to set up interdisciplinary innovation centres in all 14 districts, facilitating collaboration between college-based Innovation and Entrepreneurship Development Centers (IEDCs).
Fintech Growth Model: Rs 10 crore has been earmarked for fintech startups integrating AI, blockchain, IoT, and cloud computing. Major financial institutions, including KSFE and KFC, will play a role in these initiatives.
By expanding financial assistance and introducing sector-focused innovation programs, the Kerala government aims to transform the state’s startup ecosystem, making it a national leader in entrepreneurship and technological advancement.
