
The Indian government has reinstated its previous policy of recruiting railway officers through the Civil Services Examination (CSE) and Engineering Services Examination (ESE), both conducted by the Union Public Service Commission (UPSC). This decision marks a reversal of the 2023 shift when the Ministry of Railways introduced the Indian Railway Management Service (IRMS) Exam to replace the UPSC recruitment process.
As per a memorandum from the Department of Personnel and Training (DoPT), the new recruitment approach will take effect in 2025. In 2019, the government approved the merging of eight distinct railway departments into the Indian Railway Management Service (IRMS) in an effort to streamline operations. The new recruitment process, via the IRMS Examination, was meant to align with this restructuring.
However, Indian Railways encountered challenges in the recruitment process, particularly with the lack of technical manpower required to conduct the IRMS exam. This led to the government reconsidering the decision and opting to revert to the established UPSC process for hiring Group-A officers. Currently, two batches recruited via IRMS are undergoing training but have not yet been assigned specific work roles.
This decision underscores the importance of maintaining a robust recruitment system for Indian Railways, one that leverages the expertise and infrastructure of the UPSC to meet the technical and administrative demands of the sector.
