The Kerala government is set to implement a transformative three-tier system for the promotion of school teachers, focusing on qualifications rather than seniority. This initiative aims to enhance the teaching profession by ensuring that promotions are determined by demonstrated competencies rather than mere years of service.
Under the new framework, teachers will be categorized into three distinct levels: ‘Proficient Teacher,’ ‘Advanced Teacher,’ and ‘Expert Teacher.’ Advancement to these levels will be contingent upon scores derived from examinations and interviews, designed to evaluate a teacher’s qualifications. However, specific eligibility criteria, particularly regarding the years of experience required to apply for each level, are still under consideration.
This new promotion model is aligned with the principles of the National Education Policy and seeks to recognize and reward teachers based on their skills and achievements. The initiative will also prevent the common scenario where teachers retire at the same level they were appointed, thereby promoting professional growth throughout their careers.
This program has already seen successful implementation in 75 schools across the country as part of a pilot program. Since the introduction of the National Professional Standards for Teachers in 2021, efforts have been directed towards establishing effective frameworks that reflect best practices from various countries. Future funding for education, particularly from the Sarva Shiksha Abhiyan, is expected to be allocated based on this new framework, further reinforcing the commitment to enhancing teacher quality in Kerala.
