Temple Authorities Oppose Stricter Regulations as Court Rulings and Safety Concerns Clash

Thiruvananthapuram: The Kerala government is facing a persistent challenge in addressing the contentious issue of elephant parades during temple festivals. While courts have called for stricter regulations, temple authorities remain steadfast in defending long-standing traditions. Despite government assurances of enhanced safety measures, effective enforcement has remained elusive, leaving the issue unresolved year after year.

During every festival season, reports of elephants running amok—sometimes causing injuries or fatalities—spark renewed debates on the necessity of stricter regulations. However, the government has struggled to impose meaningful restrictions due to strong opposition from temple management bodies. The Supreme Court’s stay on the Kerala High Court’s directive to enforce stricter elephant parading guidelines further complicated the situation, easing protests from temple authorities. One of the key points of contention has been the mandated distance between elephants during processions. In response, the Travancore Devaswom Board issued 27 safety instructions, but their enforcement was halted due to the ongoing legal battle.

Recent incidents of elephant rampages, resulting in tragic casualties, have added pressure on the state government to take decisive action. Yet, with temple traditions deeply intertwined with cultural and religious sentiments, the authorities remain reluctant to impose harsh restrictions. The state government’s current stance is to allow festivals to continue under existing regulations until a final Supreme Court verdict is reached.

A crucial government meeting, scheduled for February 27 and chaired by the Chief Minister, aims to assess the growing concerns and chart a way forward. A key legal question also looms—if the court rules that the Devaswom Board must compensate victims of elephant attacks, it could set a significant precedent, potentially holding temple authorities accountable for festival-related mishaps.

Temple officials, however, warn that imposing strict regulations could lead to the cancellation of festivals altogether. With the state government caught between legal mandates and religious sentiments, the February 27 meeting is expected to play a pivotal role in determining the future of elephant parades in Kerala.
