Biden Administration Proposes $725 Million Arms Package for Ukraine

A Last Push to Bolster Kyiv Before Transition of Power

The Biden administration is finalizing a substantial $725 million arms package for Ukraine, aimed at strengthening its defense against escalating Russian offensives. This initiative, potentially one of the last major moves by President Biden before the transition of power, underscores the U.S.’s commitment to supporting Kyiv amid intensified conflict.

The proposed package includes advanced weaponry such as drones, Stinger missiles, anti-tank systems, and ammunition for High Mobility Artillery Rocket Systems (HIMARS). Controversially, the package also features non-persistent landmines and cluster munitions, which have raised concerns due to their potential impact on civilians. These munitions are designed to deactivate after a limited time, reducing long-term risks.

The arms support comes at a crucial juncture as Russian forces advance at their fastest pace since early 2022, capturing significant territory. The Biden administration aims to deliver these weapons through the Presidential Drawdown Authority, enabling rapid transfer from existing U.S. military stocks. With an estimated $4-5 billion in PDA funding authorized, the administration is racing to deploy assistance before Republican President-elect Donald Trump assumes office in January.

Notably, Trump has appointed retired Lieutenant General Keith Kellogg as a special envoy for the conflict, signaling his intention to negotiate a resolution to the war. This marks a stark policy shift, reflecting Trump’s campaign promise to prioritize ending the Ukraine conflict. While Biden’s package focuses on bolstering Ukraine’s defenses, Trump’s approach suggests an emphasis on diplomatic intervention in the coming months.
