Kerala Budget 2025-26: Six Mega Projects to Drive Economic Revival

Government Allocates Rs 1,895 Crore for Infrastructure, IT, and Coastal Development

In an effort to overcome the ongoing financial crisis and boost long-term economic growth, the Kerala Budget 2025-26, presented by Finance Minister K N Balagopal, has outlined six key projects with an investment of Rs 1,895 crore. These projects focus on infrastructure expansion, IT sector development, and industrial growth, aiming to attract investments, improve revenue generation, and create new employment opportunities.

Six Key Projects for Future Kerala

  1. Vizhinjam-Kollam-Punalur Development Triangle
    • Inspired by global transshipment hubs like Singapore and Dubai, the Vizhinjam port will be developed as a major logistics and economic centre.
    • The project follows a Public-Private Special Purpose Vehicle (SPV) model, allowing landowners to become stakeholders, eliminating land acquisition hurdles.
    • Rs 1,000 crore has been allocated through Kerala Infrastructure Investment Fund Board (KIIFB).
  2. West Coast Canal Economic Development
    • The project aims to create hubs along Kerala’s 1,800 km-long West Coast Canal to facilitate cargo movement and tourism.
    • Rs 500 crore has been allocated for the initiative, which includes beach promenades, cycling tracks, tourist amenities, EV charging stations, and hydrogen refuelling stations through private investments.
  3. Thiruvananthapuram Outer Area Growth Corridor
    • The Outer Ring Road Area Growth Corridor will span 2.5 km on either side of the 63 km Outer Ring Road, connecting Vizhinjam Port to Navaikulam.
    • The project will enhance connectivity and encourage industrial growth in the surrounding regions.
  4. Global Capability Centers (GCCs)
    • GCCs serve as operational hubs for multinational companies, driving efficiency and outsourcing solutions.
    • India currently employs 16 lakh people in this sector, and Rs 5 crore has been earmarked to establish GCC parks in Kerala.
  5. IT Parks Expansion
    • Rs 395 crore has been allocated to develop IT parks in Kannur and Kollam, supporting Kerala’s growing technology and startup ecosystem.
  6. IT Corridors
    • Kerala aims to establish IT corridors along key routes, fostering innovation and entrepreneurship while enhancing employment opportunities in the digital sector.

New Economic Strategy

Last year’s Plan B strategy to manage Kerala’s financial crisis did not achieve its intended results, leading to cutbacks in welfare and planning schemes. The 2025-26 budget adopts a new approach, focusing on revenue generation rather than cost-cutting.

Additionally, KIIFB-funded projects will now be structured as profitable ventures, ensuring long-term financial sustainability. These large-scale infrastructure and IT investments are expected to position Kerala as a major economic and industrial hub, creating new business opportunities and strengthening the state’s economic resilience.
